Am I going to have to spend Thousands on my house to SELL IT?

This week, a rumor has surfaced that the ne administration(lead by President Obama) is considering a requirement that all houses sold must be brought to a certain energy efficiency standard before their transfer....this idea seems just to be another way to put the oppressive thumb of the government directly on the citizens that pay taxes to support it. I don't know about you, but, if I decide to sell my house, I need to bank the money not squander it on the next owner.
If this is really a consideration, why not require all new houses to be built to an efficiency standard. This expense would probably cut many prospective new-home-buyers out of the market and kill the new home construction business.
